Here is your answer, Freedom 251 is manufactured in India by ‘Ringing Bells’, a tech company situated in India, and the phone is currently available only in India. You may wonder why a phone was made this cheap, this is owed to the Indian smartphone consumer market who place a lot of importance on a phone being cheap – did I hear you say who doesn’t. In order to meet the needs of the masses who like using smartphones but want very cheap ones, Ringing Bells created the Freedom 251.

If you are wondering what kind of specs a phone of $3.6 (approx. 1200 – rice is dependent on current exchange rate) or perhaps you have already concluded that the specs will be very awful, the impressive thing is that the phone’s specifications are pretty good considering the price.
